
RAPSA Launches the Education & Leadership Advisory Table: A Collective Movement to Transform Education for At-Promise Youth
RAPSA has long served as a collaborative environment where experts and leaders come together to innovate, share best practices, and co-create solutions that help every young person reach their full potential. Now, RAPSA is expanding this vision through the launch of the Education & Leadership Advisory Table, a statewide think tank that brings together a diverse ecosystem of educators, researchers, policymakers, and advocates to advance equity and opportunity for At-Promise youth.
Purpose and Context
Recognizing that lasting progress requires collaboration, the Advisory Table was created to bridge research, practice, and policy in ways that strengthen systems serving youth. Members of this table bring deep expertise and a shared commitment to shaping strategies that not only improve outcomes but inspire a broader movement toward educational justice and inclusion.

By fostering open dialogue and knowledge exchange, the Education & Leadership Advisory Table will guide the next generation of evidence-informed practices. Through collective leadership and innovation, this group will work to identify scalable approaches that make life remarkably better for At-Promise students, disconnected youth, and the educators and schools that support them.

Dr. Jorge Ruiz de Velasco
Deputy Director and Senior Research Associate, John W. Gardner Center for Youth and Their Communities, Stanford Graduate School of Education
Dr. Ruiz de Velasco has dedicated his career to advancing educational equity through research, policy, and law. His leadership at Stanford’s Gardner Center builds on decades of experience with national foundations and education reform organizations, where he has championed policies that expand opportunity for disadvantaged and newcomer youth across the country.
Catalina Cifuentes
Executive Director, College and Career Readiness, Riverside County Office of Education
A statewide leader in college and career readiness, Cifuentes serves as Chair of the California Student Aid Commission and the Cradle to Career System Governing Board. As a first-generation college graduate, she has been widely recognized for her work advancing access to higher education and equitable counseling practices that help all students pursue postsecondary success.
Pagee Cheung
Founder and Executive Director, College Persistence Coalition
Cheung is a visionary education innovator who has founded multiple initiatives bridging K–12 and higher education to increase college persistence and workforce success for opportunity youth. Her groundbreaking work at MESA Charter High Schools and Alumni Lab has created new pathways for hundreds of students to reengage in education and career advancement.
Adonai Mack
Chief Executive Officer, Child Action, Inc.
Mack brings more than two decades of advocacy and leadership experience in child care and education equity. Before leading Child Action, Inc., he held senior roles at Children Now and the Association of California School Administrators, where he championed policies to improve funding, access, and inclusion for California’s children and families.
Ari Malka
Senior Vice President of Research & Evaluation, New Ways to Work
Dr. Malka combines academic expertise with practical leadership to strengthen workforce systems that serve youth and adults. With a background in industrial and organizational psychology, his work bridges research and action to build equitable, evidence-based strategies that align workforce development with community needs.
Ashley Lugo
Policy Advocate, California County Superintendents of Schools
A San Bernardino native and UC Davis graduate, Lugo advances policy solutions that support some of California’s most vulnerable student populations, including foster youth and students experiencing homelessness. Her advocacy centers on building systems that ensure every student receives the support they need to thrive academically and personally.
Dr. Jacquelyn Yvette Hodge Ollison
Director, Center for Research on Expanding Education Opportunity, UC Berkeley School of Education
Dr. Ollison is an equity-driven researcher and thought leader focused on teacher well-being and retention in high-poverty schools. A TEDx speaker and former educator, she brings deep insight into compassion fatigue and its impact on teacher sustainability, helping shape national conversations on educator wellness and equity.
Dr. Garth Lewis
Yolo County Superintendent of Schools
Dr. Lewis is a lifelong educator with more than 29 years in public education and the first African American to serve as Yolo County Superintendent. Named one of Sacramento’s “Top 25 Black Change Makers,” he is a champion for student success, equity, and access across all educational systems.
Greg Lippman
Founder and Chief Executive Officer, Groundswell Network
With more than two decades of experience leading innovative schools, Lippman founded the Campaign for Highest-Need Students and the ACE Charter Schools network to better serve struggling learners. His work continues to transform alternative education models nationwide by building coalitions that prioritize excellence, equity, and shared accountability.
Javier Guzman
Chief Executive Officer, Center for Powerful Public Schools
Guzman is a seasoned educator and nonprofit leader with over 30 years of experience transforming learning environments for underserved youth. From founding Big Picture Learning schools to launching the Upstream Collaborative, his work has reshaped alternative education through student-centered and community-embedded approaches.
Julian Cuevas
School Board President, Dixon Unified School District
Cuevas has spent his career at the intersection of policy, philanthropy, and civic engagement, driving efforts to expand equity and opportunity statewide. His leadership spans roles with PolicyLink, the California Department of Education, and the Inland Empire Community Foundation, alongside his service as a local school board president.
Serette Kaminski
Legislative Advocate, Association of California School Administrators
Kaminski brings a wealth of policy experience from local, national, and international education systems. Her work focuses on educator recruitment and retention, charter schools, and career education, and her background in research, advocacy, and global education comparisons uniquely positions her to elevate systemic solutions for California’s schools.
Dan Sackheim
Education Program Consultant, Education Options Office for the California Department of Education
Sackheim is a leading voice for at-promise students across California, overseeing programs that support continuation, community day, and alternative education schools. A longtime advocate for restorative practices and youth engagement, he has guided statewide efforts to strengthen student resilience, belonging, and equitable access to education.
